On Friday, the Department of Pension and Pensioners’ Welfare, Ministry of Personnel, Public Grievances and Pensions, Government of India, organized a Digital Life Certificate (DLC) 4.0 camp for pensioners in Chamba, New Tehri. Under the Digital Empowerment Initiative, the nationwide Digital Life Certificate (DLC) Campaign 4.0 is being conducted from November 1 to 30, 2025. The DLC Campaign covers over 2,000 cities and towns across the country to facilitate pensioners in submitting their life certificates through various digital means.
As part of this campaign, camps were also organized for pensioners in Chamba on Friday. Participating in the campaign, Ms. Divya A.B., Director, Department of Pensions and Pensioners’ Welfare, visited the DLC camps of State Bank of India (Mussoorie Road ), Union Bank of India, and India Post Payments Bank in Chamba and interacted with pensioners availing digital services. Officials from Union Bank of India, State Bank of India, and India Post Payments Bank assisted pensioners in submitting their DLCs through face authentication and provided information on the process. Camps were organized at branch offices and head post offices, and some very senior pensioners were provided with DLC services at their homes.
Ms. Divya A.B. stated that this campaign is increasing awareness about submitting Digital Life Certificates. Daily progress is also being tracked through the NIC DLC portal, enabling real-time monitoring of data submitted by banks and departments. She explained that the Department reaffirms its commitment to simplifying the lives of pensioners and digital empowerment through continuous technology-driven reforms such as the Digital Life Certificate Campaign.
The Department is promoting the use of Aadhaar-based face authentication technology, introduced in 2021, which allows pensioners to submit their life certificates using smartphones from home. India Post Payments Bank (Department of Posts) provided DLC services to very senior and disabled pensioners at their doorsteps, while banks, pensioner associations, and regional offices organized awareness camps and provided on-site assistance.
During DLC 3.0 (2024), over 16.2 million DLCs were submitted, of which 5 million were generated through face authentication. In the ongoing DLC 4.0 (2025), preliminary reports indicate record participation, with the target of 20 million DLCs expected to be achieved through the combined efforts of banks, IPPB, UIDAI, Ministry of Electronics and Information Technology, CGDA, Railways, and pensioner welfare associations.
