Chief Minister Shri Pushkar Singh Dhami on Wednesday distributed an amount of \u20b933.22 crore to the bank accounts of 3,848 beneficiaries under the Chief Minister\u2019s Self-Employment Scheme through an online mode from the Chief Minister\u2019s residence. He said that the state government is committed to ensuring that the youth of Uttarakhand become job creators, rather than job seekers. He stated that the Chief Minister\u2019s Self-Employment Scheme is one of the state\u2019s flagship initiatives, which has played a significant role in curbing migration, promoting reverse migration, and generating employment at the local level.<\/p>\n

The Chief Minister said that migrants who returned during the COVID-19 period, young entrepreneurs, artisans, handicraftsmen, and educated unemployed youth are the main beneficiaries of this scheme. Under the scheme, loan facilities are being provided to native and permanent residents of the state in the manufacturing, service, and trade sectors through nationalised, cooperative, and regional rural banks. A project cost of up to \u20b925 lakh is permissible for manufacturing units and up to \u20b910 lakh for service and trade units. Under the scheme, margin money assistance (subsidy) ranging from 15 to 25 percent of the project cost is being provided. The scheme had set a target of covering around 32,000 beneficiaries; however, more than 35,000 beneficiaries have already been benefited so far. Loans exceeding \u20b91,389 crore have been disbursed under the scheme, resulting in the creation of approximately 64,966 new jobs. Chief Minister said this proves that the scheme is not merely on paper but is being implemented effectively on the ground.<\/p>\n

Chief Minister Shri Pushkar Singh Dhami described it as a \u201cgame-changer scheme\u201d for small traders and for the state\u2019s journey towards self-reliance. He said that in view of the success of the scheme, the Chief Minister\u2019s Self-Employment Scheme 2.0 (MSY 2.0) has been launched from 2025, integrating the MSY and Nano schemes. Under the new framework, the subsidy limit has been increased from 15 percent to up to 30 percent. Additionally, an extra 5 percent subsidy has been provisioned under the concepts of geographical, social, and product boosters, making the scheme economically as well as socially empowering.<\/p>\n

Chief Minister said that subsidies have been transferred directly into the beneficiaries\u2019 bank accounts through online mode. This reflects the government\u2019s transparent, technology-driven, and corruption-free working system. He emphasized that the Chief Minister\u2019s Self-Employment Scheme is not just a scheme, but a strong foundation for a self-reliant Uttarakhand. He said the goal is to ensure local enterprises in every district, employment in every village, and work in the hands of every youth. Aligning with Prime Minister Shri Narendra Modi\u2019s vision of Atmanirbhar Bharat, the double-engine government is working towards making Uttarakhand\u2019s youth self-reliant through self-employment.<\/p>\n

During the programme, Chief Minister Shri Pushkar Singh Dhami also interacted with beneficiaries of the scheme. Shri Kamal Singh Partholi from Lohaghat, Champawat, said that he availed a loan of \u20b910 lakh under the scheme to set up a smart library. Currently, 130 children are studying there, and he now plans to establish an e-library as well. Shri Pradeep Agarwal from Udham Singh Nagar said that he took a loan of \u20b910 lakh for a vehicle service business; earlier, he used to work in bicycle repairing. Shri Jaspal from Uttarkashi said that he availed a loan of \u20b910 lakh to establish a fitness club and is now expanding it further. Shri Ayan Mansoori from Pauri Garhwal said that he took a loan of \u20b910 lakh for quilt and mattress manufacturing, through which many people are directly and indirectly associated with this employment. His business turnover this year is estimated at \u20b93 crore. Smt. Champa Devi from Bageshwar said that she had taken a loan of \u20b97 lakh for a mobile sales and service business. This has enhanced her livelihood.<\/p>\n

On this occasion, Secretary (Industries) Shri Vinay Shankar Pandey, Director General (Industries) and MD, SIDCUL Dr. Saurabh Gaharwar, Deputy Secretary Shri Shiv Shankar Mishra, Additional Director from the Industries Department Shri Mrityunjay Singh, Joint Director Shri Anupam Dwivedi, Shri Deepak Murari, Deputy Director Shri Mahavir Sajwan, Shri Rajendra Kumar, Industry friends Shri Abhishek Nainwal and Shri Anurag Gupta were present.<\/p>\n\n
